Maryland Police Use Sensory Bags to Build Trust

In Montgomery County, Maryland, law enforcement is taking a step toward a more inclusive community—one sensory tool at a time. The Maryland-National Capital Park Police, in partnership with Montgomery Parks’ Program Access Office, is now expanding the use of sensory bags across all patrol units. These bags, filled with calming tools like fidget toys, noise-canceling headphones, and stress balls, are designed to help officers better support individuals in distress, especially those with sensory processing differences.

This initiative goes beyond equipment—it reflects a growing recognition that neurodiversity should be accommodated not just in schools and therapy centers, but in all areas of public life, including emergency response.

Why Sensory Bags Matter in High-Stress Situations

During emergencies, individuals with autism or cognitive disabilities may not respond in typical ways. Loud noises, flashing lights, or unfamiliar voices can quickly lead to sensory overload. For someone who is non-verbal or overwhelmed, this can escalate into panic or shutdown.

By offering sensory tools, officers can create a bridge—a non-verbal way to say, “You’re safe.” Items like whiteboards for communication, tactile toys to regulate nervous energy, and noise-reducing headphones allow the person in distress to regain a sense of control and calm.

This simple shift in approach not only protects vulnerable individuals, but also helps law enforcement build trust with neurodivergent members of the community.

A Model of Inclusive Public Safety

This expansion in Montgomery County sets a strong example for other communities. It’s a reminder that public safety isn’t just about enforcement—it’s about connection, understanding, and meeting people where they are. Tools like sensory bags are a small but powerful step in making public spaces and services more accessible to everyone, including those with autism, anxiety, or sensory differences.

By equipping officers with both training and tools, Montgomery Parks and the Park Police are showing what it looks like to make inclusion practical—and not just a slogan.
